It usually requires a texture blower that shoots the "mud" on the wall and then once partially dried is knocked down with a smoothing knife. This is characterized by a texture that has no random high spots since they are all "pulled" even. This texture pattern leaves random low spots instead. A newer method is to use a pre-molded patterned texture roller like this one to create the same patterns.
